– Have a workforce of 150 or more employees;
– Have an annual turnover of €25,000,000 or more;
– Be duly registered before the Portuguese Commercial Registry;
– Have no outstanding debts to Social Security or the Tax Authorities.
Smaller companies that do not meet these thresholds can still participate through one of the accredited confederations, which acts as intermediary before the relevant authorities.
4. Employer Responsibilities
Accredited companies must also follow strict ethical recruitment obligations, including:
– Providing a valid employment contract compliant with Portuguese labor law;
– Offering training and Portuguese-language instruction to foreign employees;
– Guaranteeing adequate housing;
– Preventing any form of labor exploitation or human trafficking.
