Last year Portugal launched the Green Lane for Foreign Workers programme. This new framework marks a turning point in how Portugal manages labor migration, introducing a fast-track system for large, compliant companies to hire non-EU professionals efficiently and responsibly.
1. A New Era of Regulated Labor Migration
This regime forms part of Portugal’s Action Plan for Migration and was established through cooperation between several government bodies and with five nationalbusiness confederations.
The initiative provides a regulated and accelerated channel within existing law, combining faster timing for processing of Employee Visas with stricter employer accountability.
2. What Companies Gain
Through this regime, accredited employers benefit from:
– Visa approvals in as little as 20 business days;
– Simplified bureaucracy and priority processing;
– Predictable timelines for workforce planning;
– Faster onboarding of international staff;
– A direct, transparent interface with Portuguese authorities: clearer communication channels with the Portuguese Immigration Agency.
This initiative directly addresses Portugal’s talent shortages — in particular within construction, tourism, agriculture, healthcare, industry, and technology — while supporting companies with global operations.
3. Eligibility Criteria
To qualify for this regime, applicant companies must:
– Have a workforce of 150 or more employees;
– Have an annual turnover of €25,000,000 or more;
– Be duly registered before the Portuguese Commercial Registry;
– Have no outstanding debts to Social Security or the Tax Authorities.
Smaller companies that do not meet these thresholds can still participate through one of the accredited confederations, which acts as intermediary before the relevant authorities.
4. Employer Responsibilities
Accredited companies must also follow strict ethical recruitment obligations, including:
– Providing a valid employment contract compliant with Portuguese labor law;
– Offering training and Portuguese-language instruction to foreign employees;
– Guaranteeing adequate housing;
– Preventing any form of labor exploitation or human trafficking.
5. Why It Matters
For internationally expanding companies, Green Lane for Foreign Workers embodies both efficiency and compliance.
It provides a pragmatic framework for hiring foreign professionals lawfully and effectively, while promoting social responsibility through fair employment and integration practices.
The regime is particularly advantageous for large employers transferring or establishing operations in Portugal, ensuring a faster and more predictable immigration process for their teams.
It also supports well-established businesses expanding their existing presence in Portugal and seeking to attract specialized foreign talent.
Ultimately, Portugal’s Green Lane does more than simplify immigration — it strengthens trust between employers, workers, and the state, positioning the country as an agile, reliable, and attractive destination for global talent.
Our role
With our expertise, we help companies streamline the entire Green Lane process — from eligibility assessments and documentation to contracts and full regulatory compliance with immigration and labor law — enabling employers to expand their operations, hire international talent more swiftly, minimize delays, and remain fully compliant.
