For those who have already completed 5 years of legal residence in Portugal , but are not yet ready — or do not wish — to acquire Portuguese nationality, the European Union Long-Term Residence Permit can represent a valuable alternative to guarantee long-term stability, equivalent rights, and greater mobility within the European Union.
This statute represents the closest legal approach to the rights of a citizen of the European Union , without requiring the acquisition of the nationality of a Member State.
While standard residence permits grant the right to live, work and study in Portugal, the EU Long-Term Residence Permit extends these rights to all Member States of the European Union .
At the same time, the Long-Term Resident status can also serve as a stable intermediate step for those who later decide to apply for Portuguese nationality.
The European Union Long-Term Residence Permit is initially granted for five years and can be renewed online for successive five-year periods , benefiting from a fast-track application process .
One of its main advantages lies in the reduced minimum residency requirements , both in Portugal and within the European Union. Holders can be absent from the European Union for periods of up to twelve consecutive months , and from Portugal for periods of up to six years .

Is there part to citizenship if you change from regular residency to EU residency?
Yes, there is still a path to citizenship. Changing from any type of residency to EU Long-Term Residency does not reset your residency clock. Instead, both periods are combined and count toward the citizenship requirement.
